Singapore Sports Institute Gets Its First Executive Director Singapore

Singapore, 20 April 2011 - The Singapore Sports Council (SSC) announced today the appointment of Associate Professor Fabian Lim Chin Leong as the Singapore Sports Institute’s (SSI) first Executive Director. A/P Lim will commence his duties at the SSI from 1 June 2011.

1. “I am delighted to have A/P Lim on board to realise our SSI’s vision of providing a world-class sports science, medicine and technology centre for our athletes.” said Mr Lim Teck Yin, CEO, Singapore Sports Council. “A/P Lim’s proven track record, extensive practical and research experience which have led to break-through innovations in human performance studies, will help take Singapore’s athlete performance to the next level. I am confident that A/P Lim will steer SSI to success.”

2. A/P Lim, 46, has Bachelor and Master of Science degrees in Kinesiology from the University of Oregon, USA. He did his PhD (Kinesiology) in Exercise Physiology / Immunology with the University of Queensland, Australia, under the DSTA Scholarship. He also holds a Master of Business Administration from the University of Surrey, UK.

Looking forward to his exciting journey with SSI, A/P Lim said, “As Singapore’s national institute for elite athlete development, the SSI will work in collaborative partnerships with key stakeholders in Sporting Singapore to deliver sustainable sporting success. The national sports associations, the Olympic Pathway Committee, the greater sports medicine and science community and the athlete families all have roles to play if Singapore is to create podium-ready athletes year after year. My vision is to develop the SSI into a world-class sports institute, in alignment with Singapore’s transformation into a global sports city. I thank the SSC for giving to me this opportunity to contribute to Singapore’s developing sporting success.”

4. A/P Lim started his career with the SAF’s Soldier Performance Centre (SPC) in 1991, where he was the head of the Human Performance Branch. He was also the Officer Commanding for the School of Physical Training from 1997 to 1999, where he managed the training of Physical Training Instructors and Unarmed Combat Instructors.

5. As the Research Director in the Military Physiology Laboratory of Defence Medical Research Institute (DMRI, DSTA) in 2001, A/P Lim led the development of Thermal Physiology as a core research capability, where he investigated on physiological responses of soldiers in the Advanced Combat Man System, and the development of the Personal Heat Strain Monitor.

6. Since 2005, A/P Lim headed several positions at the Defence Medical and Environmental Research Institute (DMERI), DSO National Laboratories. These include, Programme Director, Combat Protection and Performance; Head (Cov), Bioengineering Laboratory; and Head, Military Physiology Laboratory. A/P Lim’s research in human performance has made DMERI one of the leading institutions in the world in heat injury research and the only institution in the world to successfully develop a wireless Personal Heat Strain Monitor.

7. Currently, A/P Lim continues to be the Programme Director, Combat Protection and Performance, which is a senior management position in DSO. His role requires him to be the integrator between human performance challenges in military training and operation, and science and technology solutions. In all these appointments that A/P Lim held over the last 20 years, his roles have centred on the application of Exercise and Sport Science principles in optimising physical performance and safety in soldiers.

8. A/P Lim loves the sport of Judo and has participated in numerous national competitions. He was a member of the Singapore Combined School Team that competed in Bangkok in 1982. He was a member of the Singapore Judo Federation between 1994 and 1997 and was instrumental in setting up the Jujitsu Association of Singapore in 2000. A/P Lim has been lecturing at the SSC’s National Coaching Accreditation Programme since 1991 and he taught at the Fitness Instructor Course from 1995-1999.

9. A/P Lim is an Adjunct Associate Professor at the Yong Loo Lin School of Medicine, NUS, where he teaches Exercise Physiology and he will also be lecturing on Exercise Biology at the School of Biological Sciences in NTU. A/P Lim collaborates actively in research with colleagues from A*STAR, NUS and NUHS, and with overseas partners, such as the Australian Institute of Sport. A/P Lim is a member of the MCYS’s Olympic Pathway Programme’s sub-committee for Sports Medicine and Science. A/P Lim is married with three children.
